Metastasio based this opera’s libretto on Suetonio’s work “Lives of the Twelve Caesars.”  It is a story of love, deception and revenge set in the Imperial Roman court and is a close reflection of circumstances at the time, particularly during the period of the Lower Roman Empire. In a radical twist from what generally unfolded in Imperial Rome, this opera’s libretto has a happy ending, as Titus offers clemency (thus the title of the work) and pardons the conspirators.
